What’s MonitoringHost.exe (System Center Management Service Host Process)? Is it safe or a virus?

MonitoringHost.exe is a process, or executable file, developed by Microsoft itself for its own OS.

Its primary function is to monitor and collect performance data from a computer running Windows. This data includes system resource usage, application performance, and overall system health.

I found on the official Microsoft website that MonitoringHost.exe is used in two situations: first, as a System Center Operations Manager (SCOM) agent. Second, it serves as a Log Analytics agent for sending machine telemetry to the Azure Log Analytics Workspace.

What does it mean if someone is the publisher of a PC .exe (executable or process)?

The publisher of an executable is the entity responsible for its distribution and authenticity. Most processes/executables on your PC should be signed. The signature on the executable should have been verified through a third party whose job it is to make sure the entity is who it says it is. Find an unsigned executable? You should consider scanning any completely unsigned .exe on your PC.
