What’s BBSvc.EXE (BingBar Service)? Is it safe or a virus?

BBSvc.exe is a background service process that is part of the Bing Bar by Microsoft Corporation.

This process is responsible for managing and maintaining the Bing Bar, which is a browser add-on that provides quick access to Bing search, news, weather, and other features. BBSvc.exe runs in the background to ensure that the Bing Bar is always running.

When researching the BingBar, I did find some negative comments about it on Reddit which describe it as unwanted (even though it's made by Microsoft itself), and it should be OK to terminate it, or quarantine it using the SpyShelter app.

What does it mean if someone is the publisher of a PC .exe (executable or process)?

The publisher of an executable is the entity responsible for its distribution and authenticity. Most processes/executables on your PC should be signed. The signature on the executable should have been verified through a third party whose job it is to make sure the entity is who it says it is. Find an unsigned executable? You should consider scanning any completely unsigned .exe on your PC.
