Our ultimate directory of Windows PC executables.ioc.exe is part of Intel® Online Connect, which is Intel's platform for secure authentication. It's mostly related to services that support things like fingerprint readers or two-factor authentication on systems with Intel hardware.
The ioc.exe file usually runs in the background to help with biometric login or secure payments, especially if your device supports features like Windows Hello.
It's normal on systems that use Intel's authentication tools. If you're not using any of those features, it's not critical and can often be disabled without issue — though some security or login features might stop working.

The publisher of an executable is the entity responsible for its distribution and authenticity. Most processes/executables on your PC should be signed. The signature on the executable should have been verified through a third party whose job it is to make sure the entity is who it says it is. Find an unsigned executable? You should consider scanning any completely unsigned .exe on your PC.
