What’s ParkControl.exe (ParkControl app)? Is it safe or a virus?

ParkControl.exe is an executable file for ParkControl, a performance optimization tool developed by Bitsum LLC. This utility allows users to manage and adjust CPU core parking and frequency scaling settings in real-time on Windows systems. Core parking is a power-saving mechanism where idle CPU cores are put into a low-power state. However, aggressive core parking can reduce system responsiveness and performance during demanding tasks. ParkControl lets users disable or fine-tune core parking to improve responsiveness and optimize system performance, particularly for high-performance or gaming workloads. It is designed to give users more control over power and performance settings than default Windows options.

What does it mean if someone is the publisher of a PC .exe (executable or process)?

The publisher of an executable is the entity responsible for its distribution and authenticity. Most processes/executables on your PC should be signed. The signature on the executable should have been verified through a third party whose job it is to make sure the entity is who it says it is. Find an unsigned executable? You should consider scanning any completely unsigned .exe on your PC.
